Completes a wide variety of difficult engineering assignments, applying electrical engineering techniques and analyses. The Engineer at this level is a fully qualified professional, proficient in the utilization of most engineering theories and practices. Some assignments involve CAE (computer aided engineering)/CAD (computer aided design) applications. Willingness to travel or relocate to supplier, client, or construction site locations, is expected.
SPECIFIC RESPONSIBILITIES:
Performs complex engineering tasks and particularly important engineering work efficiently and accurately.
Extracts engineering information from CAD drawings.
Prepares engineering computations, material quantity takeoffs, estimates, surveys, and designs.
Completes a variety of assignments such as drawings, specifications, and other materials suitable for procurement and construction purposes. Frequently interfaces with other Engineering disciplines as well as other departments.
Prepares detailed requisitions for equipment and materials.
Reviews supplier drawing submittals and performs technical bid analyses.
Prepares and issues specifications, data sheets, and other construction documents.
Provides technical guidance to CAD Designer/Drafters, Designers, and lower-level Engineers working on the same project.
May be required to provide the seal and signature of the professional engineer, as appropriate, ensuring compliance with all applicable codes, regulations, and ordinances.
May act in an advisory capacity to senior management personnel on engineering related matters.
Performs other responsibilities associated with this position as may be appropriate.
Qualifications: Registered professional electrical engineer in at least one US state is required, additionally NCEES registration is preferred.
• BSEE power systems engineering required. MSEE power systems engineering preferred. Other relevant discipline degrees may be considered acceptable.
• Minimum 8-10 years of post graduate experience in electrical utility transmission and distribution substation engineering and design.
• Substation and switchyard design experience from the initial conceptual / feasibility study and cost estimating phase through detailed design, installation, and startup phases is essential.
• Significant high voltage (up to 500KV) experience in all aspects of substation and switchyard design including advanced power system analysis, one line diagram development, physical design development, equipment specification and procurement, protective relaying, metering, and smart grid applications.
• Extensive experience in the design and installation of new and modified high voltage substation and switchyard systems and equipment.
• Experience integrating sustainable energy generation power sources to substations and switchyards such as solar photovoltaic and wind turbine.
• Extensive knowledge of IEEE, ANSI, IEC, NERC/RFC, and other industry standards as well as NFPA/NEC and other codes applicable to this substation and switchyard work.
• Extensive knowledge of the application of substation and switchyard protection, coordination, control, and metering techniques and commercially available discrete and multifunction electronic metering and relaying systems. Integration of substation, switchyard, and transmission line protective relay schemes. Experience with various vendors' protective relay equipment typically used in transmission line and substation/switchyard protection including SEL, ABB, GE, Areva, Basler, etc.
• Strong power system analysis capabilities to both use and teach the use of advanced power system software tools such as ETAP, EDSA, SKM, CDEGS, etc. in performing short circuit, load flow, voltage drop, and grounding analyses on substations and switchyards of up to 500KV.
• Experienced in the preparation of high, medium, and low voltage substation and switchyard drawings including one line and three line diagrams, physical equipment arrangement plans, grounding and lighting plans, and defining protective relay and metering schemes for high and medium voltage busses and transformers.
• Experienced in the preparation of high, medium, and low voltage substation and switchyard equipment procurement, installation, and testing specifications, bid documents, bid evaluations, and contract management.
• Ability to develop and maintain technical standards associated with substation work.
• Strong oral and written communication skills, strong presentation skills.
