DIRECTOR, CLINICAL DEVELOPMENT

GENERAL SUMMARY/ OVERVIEW STATEMENT:

Provides clinical consultancy and leadership for the Physical Medicine and Rehabilitation Hospital and services for Hamad Medical Center. Works collaboratively with the Hamad Medical Center leadership and staff to achieve deliverables outlined in the contract. Maintains effective collaborative working relationships with the Spaulding / Harvard executive team, off shore advisors assigned to the Qatar Rehab project and Partners International staff. Primary focus is on program development, SWOT anaysis, strategy, outreach and community building. Takes daily direction from Vice President, SRN Inpatient Therapy/Doha Project Executive.

This position is based in Doha, Qatar. This is a one-year position renewable for up to three years. As such, incumbent will serve as a representative of Spaulding Rehabilitation Network, Partners HealthCare Systems and Partners International Medical Services.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

1. Identifies and outlines an optimal integrated post- acute Rehabilitation Model of Care rehabilitation tailored to the unique needs of HMC and Qatar.

2. Conducts a thorough assessment to identify existing organizational strengths, weaknesses, opportunities and threats.

3. Develop a multiyear strategic plan based on a SWOT analysis.

4. Outlines synergies with current decentralization, quality and performance improvement Establish plan for organization-wide success measures that are strategically aligned towards international recognition initiatives

5. Develops Rehab Hospital and post acute continuum committee structure to facilitate continuous improvement activities rising the level of care and leading to clinical and operational excellence.

6. Outlines integrated leadership infrastructure to maximize achievement of vision and success

7. Outlines a Service Excellence Program to enhance the patient experience. Develops and communicate Service Standards to guide staff in expected behaviours

8. Identifies mechanism to strengthen relationships / collaboration and improve communication with acute care facilities to assure smooth and timely transition to rehab.

9. Collaboratively with the Education Director, outlines education plan for acute care providers, physicians and healthcare professionals to educate them about post acute care and identify patients with rehab potential early on.

10. Collaboratively with the Education Director outlines education for referral sources

11. Assesses capacity and identify barriers to a smooth patient flow. Provides plan to address discharge issues such as repatriation, skilled nursing facilities and community options

12. Identifies disability resources, identify partners in the community to meet the needs, Assesses long term care, home care, DME, community reintegration, return to work, outpatient program needs and medical follow up needs

13. Ensures highest level of care and services, timely and accurate project completion.

14. Identifies performance improvement opportunities, initiates and monitors performance improvement projects to outcomes and effectiveness.

15. Communicates regularly with leadership and staff to identify, prioritize and monitor action items.

16. Serves as a liaison between landed project, PIMS, SRH and other players as appropriate.

17. Other duties as assigned.



QUALIFICATIONS:

Required: Clinical Degree, advanced degree in Management or Therapy

Preferred: Degree in Therapy or Nursing. Prior international experience.

Required: Five or more years of professional practice in a rehabilitation setting. Prior management or leadership experience required. Licensed by the Massachusetts Board of Allied Health Professions.
